Movement/Status Change Restriction Summary

 

Note that you must always have a Communication Link to an Area in order to place a Status Marker there.

 

An Interest marker may be placed in any Area that contains no established Possession, State, or Dominion marker.

 

An Influence marker may be placed in any Area that contains no established Control marker (Protectorate, Possession, State, or Dominion).

 

A Protectorate or Possession marker may be placed in: (1) any Unorganized or Chinese Vassal Area (in Unrest or not) that contains no established Control marker; or (2) any Area that is in Unrest, that contains no established Control marker.

 

The United States may place a State marker in any of the following Areas where he already has an established Possession marker: Alaska, Cuba, Hawaii, or Porto Rico.

 

Great Britain may place a Dominion marker in any of the following Areas where he already has an established Possession marker: Australia, Canada, Cape Colony, New Zealand (note that Canada begins the game as a Dominion).

 

Merchant Fleets may be moved from any Sea Zone to any other Sea Zone.

 

Naval Units (F10s, F3s, or F1s) may be moved from any Coastal Area (or from a player’s home area) to any other Coastal Area (or to a player’s home area).

 

Army Units (A10s, A3s, or A1s) may be moved through any Sea Zone that contains one of the same player’s Merchant Fleets. 

 

Army Units may enter, but must end their movement in: (1) any Area, in Unrest, that contains one of the same player’s Control markers, either established or unestablished; or (2) any Area, not in Unrest, that contains one of the same player’s unestablished Control markers.

 

Army Units may be moved into and through: (1) any Area, not in Unrest, that contains one of the same player’s established Control markers; or (2) the player’s home area.

 

Note that an Army Unit must trace a Communication Link to each Area it enters, while Merchant Fleets and Naval Units need not do so.  Within this restriction, all movement during the Movement/Status Change Phase is unlimited.
