User Date (MM/DD/YYYY)	user input
Time Zone Offset (HH)	user input
Latitude (DD.MM) (+N-S)	user input (cookie) (ex: +40.63750)
Longitude (DD.MM) (-W+E)	user input (cookie) (ex: -82.43472)
Result

THIS PROGRAM COMPUTES THE TIMES OF MOONRISE AND MOON-SET ANYWHERE IN THE WORLD.
